According to the "Strategy for public security and order, for the increase of citizens' security and the prevention of street crime " of Ministry of Administration and Interior, adopted by Government Decision no. 196 on March 2005, the actions performed to ensure public security and order in Romania are decided based on state interests, resources, evolution of political and economic processes and also based on the situation and potential threats against public order.

The Gendarmerie and the Police are the main public order forces provided by law with police attributions and also the main institutions designated to manage public order issues, in time of peace or crisis situations.

The word " order " derives from the Latin " ordo inis " and expresses the idea of regular sequences and associated with other words it has a judicial significance in expressions such as: constitutional order, legal order, public order, etc

In this respect, public order represents the state of lawfulness, balance and peace, corresponding to a socially generally accepted level of the conformation of the law to legal and civilized behavior norms. It allows the exercising of constitutional rights and freedoms and also the functioning of the state's institutions under the rule of law .

The activities carried out by the forces could be:

• Maintaining public order : a set of measures, activities and actions daily organized and carried out by the public order forces in order to ensure the normal activity of state's institutions, the protection of citizens' fundamental rights, the civic behavior norms, the rules of civilized social cohabitation, the other supreme values as well as public and private propriety.
• Ensuring public order : the measures to observe the law, to prevent and discourage activities that aim social disorder and violent behaviors during public meetings, sport and cultural events, as well as during similar meetings with mass participation.
• Restoring public order: a set of specific activities, organized and carried out by public order forces, according to the situation, based on the use of specific equipment in order to bring the situation to normal .

The activity of Romanian Gendarmerie' s structures is concentrated on observing the law, the citizens' fundamental rights and freedoms, ensuring a state of social equilibrium in the society.

The Public Order Directorate is the specialized body of the General Inspectorate, with competence to plan, organize, lead, coordinate and control the missions of all public order structures of the Romanian Gendarmerie.

The activities in the field of public order are carried out by :

• mobile structures ;
• teritorial mountain structures ;
• special territorial structures in the Danube Delta, by the seaside, or other tourist resorts;
• special antiterrorist structures ;
• judiciary , forensic structures.
