In order to ensure the guarding and protection of public institutions, goods and values, according to the provisions of Law no.333/2003 , the Romanian Gendarmerie has the following attributions :
The Ministry of Interior and Administrative Reform can approve temporary guard of some public institutions, sites, goods, values and special transports, according to Article 6 of Law 333/2004, at the request of physical or legal entities and at the proposal of the General Inspector of Romanian Gendarmerie in situations that can not be postponed. . By Situations that cannot be postponed we mean situations characterized by internal tensions, acts of disorder, serious public order disturbances, disasters, frequent thefts from private and public propriety that impose immediate instating of guard ensured by gendarmes for certain public institutions, sites, as well as the situations in which state institutions with attributions in the domains of defense, public order and national security require this intervention . The guard by gendarmes requires the fulfillment by the recipient, of the conditions stated in the contract between the Gendarmerie and the recipient, and the Guarding Plan . The guarding service performed by gendarmes is chargeable and the prices are established by the Ministry of Interior and Administrative Reform.
The citizens may have access to the services performed by Romanian Gendarmerie, under the provisions of the law, for guarding the premises of buildings or transports, after a written request addressed to the General Inspector or to the Gendarmerie Units with territorial jurisdiction . According to Article 26 of Government Decision no. 1010/ June 26 th 2004, the Romanian Gendarmerie may organize training courses for guarding agents, for at least 90 days, under the conditions stated by the public authority responsible with professional training . The courses will be organized and carried out by the gendarmerie units with territorial jurisdiction, according to the requests. These units must have qualified personnel and the necessary logistics and documentation for this kind of activities . After the final examination and the obtaining of the course certificate, the General Inspectorate of Romanian Police through its county inspectorates or the Police General Directorate will issue the certificates that allow the owners to work as guarding agents or bodyguards . According to art. 36 of Law 333/2004, at the request of physical or legal entities, the Gendarmerie Units may monitor and ensure the intervention at public institutions and on special or valuable transports. The service is chargeable .
