Romanian Gendarmerie duties

• ensure the public order measures on the routes towards stadiums and other places where sport competitions are developed;
• ensure the public order measures around the stadium, sports rooms and other places outside the area where the access tickets are checked;
• approve the measures established by organizer in order to ensure the public order inside the locations designated for sports competitions;
• establish, together with organizer, the risk level for the sports competitions;
• re-establish the public order seriously disturbed inside the sports grounds, when there are violent actions between participants and the life, the corporal integrity of the spectators, players, referees, officials and order forces are put into danger;
• evacuate the spectators from the places of sports competitions when there is not possible these competitions to be held in safe conditions and a request was made by the organizer;
• partially or integrally evacuate the spectators in case of fires, catastrophes, damages, or other situations that could put into danger the life, corporal integrity or health of the spectators, players, referees, officials and order forces;
• allow the supporters access inside the stadium the match day at the time established by the order forces and their leaving will be made immediately after the competition ending;
• to avoid public order disturbance and prevent any kind of incidents, the order forces will accompany the supporters all the way to the stadium and will take the necessary legal measure in case of public order disturbance;
• when a group of supporters violate the public order measures inside or outside the stadium or on the transport means or they destroyed goods, the Gendarmerie, besides the ordinary measures will inform the Romanian Football Federation, The Professional Football League and the clubs to take administrative measures according to their own rules and protocols concluded in this respect.

The public order measures during the sports events are based on the EUROPEAN CONVENTION provisions on violence and spectators misbehavior during sport competitions, especially at football matches, adopted on 19.08.1985, ratified by Law no. 53/1998.

In accordance with the European Council Decision no. 384/25.04.2002 regarding security on football matches with international dimension and the communitaire acquis, the Romanian Gendarmerie set up the NATIONAL FOOTBALL INFORMATION POINT in March, 2003 .

According to art.2 from the above mentioned decision the National Information Point coordinates and facilitates the information exchange between the police structures during the football matches with international dimension.
