Romanian Special Police Unit

 

Since it has been deployed in the operations theatre, the unit has been subordinated to the regional Police commander, for the missions carried out in the area and to UN Police Special Adviser for missions outside the area.

Until the present days the Romanian SPU unit has carried out the following missions :

  • to maintain and restore the public order during public meeting and authorized or spontaneous protest marches;
  • to maintain and restore the public order during high official persons' visits;
  • to maintain public order during cultural, artistic or sport events;
  • to ensure independently, or in cooperation with local police officers public order in urban areas;
  • to ensure VIP protection to official delegations or to persons designated by UNMIK;
  • to release hostages captured by terrorist elements;
  • to capture and arrest persons accused of war crimes;
  • to ensure public order during war criminals' trials;
  • to organize filters and check points on the main routes and in the cities from the area of responsibility;
  • actions carried out in cooperation with the local police stations;
  • to guard and protect the own HQ and local administrative sites;
  • to guard and escort detainees or war criminals;
  • to guard and escort convoys;
  • to guard and protect special transports;
  • to organize rapid mobile response reserves

The peace keeping missions have been carried out until now, by 7 contingences, as follows:

  • February 2002 - February 2003;
  • February 2003 - February 2004;
  • February 2004 - February 2005;
  • February 2005 - February 2006;
  • February 2006 - April 2007;
  • April 2007 - May 2008 ;
  • May 2008 - ongoing

The Romanian Gendarmes Detachment comprises 115 soldiers: 12 officers, 103 warrants and NCOs and specialists are located in the base from Peja, Kosovo.

The detachments training was made starting from the basic stage for this kind of missions, focusing on the co-operation ways with similar units in other countries, developing the skills for police work and specific exercises aiming increasing of subunits cohesion and strengthening of team spirit.

The training activity was assisted by specialists in the field belonging to other structures who explained special situations, conclusions and experiences from the active participation in this kind of missions.

During the training, partial evaluations have been planned and performed and an exam was organized in the end consisting of special topics, shooting sessions, physical fit tests and English language tests.

Before their leaving to the operation theatre, the detachments were assessed by a U.N. commission regarding their techniques and procedures used during the peacekeeping missions as well as the good knowledge of English language. All the assessed personnel was admitted and, based on the results, the selection was made.
